Summary

Nissan North America, Inc. (Nissan) is recalling certain 2019 Altima vehicles equipped with front wheel drive (FWD) and 2.5 liter engines. The fuel pump lock ring may not be fully engaged, possibly causing fuel to leak. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 301, “Fuel System Integrity.”

 

Remedy

Nissan will notify owners, and dealers will inspect the fuel tank assembly. If the lock ring is disengaged, dealers will tighten the ring to specification. If the lock ring is detached, dealers will replace the fuel pump. Both remedies will be completed free of charge. The recall began May 15, 2019. ***** Campaign Summary *****

Nissan is issuing a Voluntary Noncompliance Recall to inspect and, if necessary, tighten the fuel pump lock ring for specific 2019 Altima (L34) FWD only vehicles identified in Service Comm.  If the lock ring is loose, it will be tightened using a special tool.  In rare occurrences, the lock ring may be completely disengaged which may require the fuel pump module and seal to be replaced.

Due to a supplier issue that has since been corrected, the fuel pump module’s lock ring may not have been completely engaged during installation. If the fuel pump lock ring is not fully engaged, the condition could result in a fuel odor, rattle noise, Malfunction Indication Lamp (MIL) illumination and/or fuel leakage.  Under this condition, the affected vehicle may not comply with certain performance requirements of Federal Motor Vehicle Safety Standards (FMVSS) No. 301; Fuel System Integrity.

Affected vehicles are subject to stop sale and are either currently in dealer inventory or assigned and in transit to the dealer.

 

***** What Dealers Should Do**** 

1. Verify if vehicles are affected by this Voluntary Recall Campaign using Service Comm or DBS National Service History Campaign I.D.
   • New vehicles in dealer inventory can also be identified using DBS (Sales-> Vehicle Inventory, and filter by Open Campaign).
     • Refer to NPSB 15-460 for additional information
   • Please continue to check newly arriving inventory for campaign applicability.

2. Dealers must not sell, lease, trade, rent or loan any vehicles in dealer inventory affected by this recall campaign until after the vehicle has been repaired. 

3. Dealers should use NTB19-035 to correct any vehicles subject to this campaign.

4. Once inspected, and if necessary repaired, dealers should submit the claim, using the claims coding provided, and release the vehicle.

 

***** Release Schedule *****

Parts	Very few affected vehicles require parts.  Only the condition below warrants pump replacement:   Parts are on restriction.  Nissan will send an automatic parts shipment to potentially affected dealers.  Shipments will begin arriving April 19, 2019. Dealers that have sold or currently have an affected vehicle in inventory will receive one (1) fuel pump and one (1) packing seal. If a dealer does not receive parts, Nissan has not identified any affected owners in their market area. Dealers are able to place an order via normal process beginning May 3, 2019.  Parts replaced under this campaign activity may be collected. Follow the attached inspection procedure to complete the inspection and prior to performing the repair or determining the necessity of replacing any parts. Pursuant to APRM policy, dealers are expected to comply with the parts return procedure. Dealers will be charged back for parts and labor found to be out of compliance with inspection and repair guidelines. NOTE: Parts requested are VIN and repair order specific. It is important for dealers to return parts applicable to the VIN and repair order identified.

It is the dealer’s responsibility to check Service Comm or DBS National Service History using the appropriate Campaign I.D. for the campaign status on each vehicle falling within the range of this voluntary recall campaign, which for any reason enters the service department.  This includes vehicles purchased from private parties or presented by transient (tourist) owners and vehicles in dealer inventory.  If a VIN subject to this recall campaign was part of a dealer trade, the letter associated with that VIN should be forwarded to the appropriate dealer for service completion.

A.	Nissan will begin sending notifications to owners of all potentially affected vehicles in May 2019 via U.S. Mail.

A.	If your vehicle is subject to this campaign, you will receive an Owner Notification letter from Nissan, which will provide instructions on how to remedy your vehicle. Affected owners are encouraged to have their vehicles inspected, and, if necessary, repaired as soon as possible upon notification.

INTRODUCTION

Nissan is conducting this voluntary recall campaign on certain specific model year 2019 Altima to inspect the fuel level sensor unit and fuel pump lock ring (fuel pump lock ring). This service will be performed at no charge to the customer for parts or labor.

 

IDENTIFICATION NUMBER

Nissan has assigned identification number PC692 to this campaign. This number must appear on all communication and documentation of any nature dealing with this campaign.

 

DEALER RESPONSIBILITY

It is the dealer’s responsibility to check Service COMM or Dealer Business Systems (DBS) National Service History for the campaign status on each vehicle falling within the range of this voluntary recall which for any reason enters the service department. This includes vehicles purchased from private parties or presented by transient (tourist) owners and vehicles in a dealer’s inventory.  Federal law requires that new vehicles in dealer inventory which are the subject of a recall must be corrected prior to sale.  Failure to do so can result in civil penalties and/or fines by the National Highway Traffic Safety Administration.  While federal law applies only to new vehicles, Nissan strongly encourages dealers to correct any used vehicles in their inventory before they are retailed.

 

SERVICE PROCEDURE

WARNING: When replacing fuel line parts, be sure to observe the following:

• Put a “CAUTION: FLAMMABLE” sign in the workshop.
• Be sure to work in a well ventilated area and furnish workshop with a CO2 fire extinguisher.
• Do not smoke while servicing fuel system. Keep open flames and sparks away from the work area.

NOTE: When removing components such as hoses, tubes/lines, etc., cap or plug openings to prevent fluid from spilling.

1. Open the hood and disconnect the negative battery cable.

2. Remove the fuel cap to relieve fuel tank pressure.

3. Open both rear doors.

4. Remove the rear seat cushion.

1. 1. Locate the two (2) seat cushion locks at the front bottom edge of the seat cushion assembly (one on each side).
   2. Pull the release lever (A) forward and lift the seat cushion upward to release seat cushion wire (1) from the seat cushion lock (2) (see Figure 4).
   3. Carefully remove the seat cushion from the vehicle and place on a clean surface.

5. Remove the fuel pump inspection hole cover.

1. 1. Using a suitable tool turn four (4) retainers 90° clockwise to disengage the clips (see Figure 5).
   2. Remove and lay the fuel pump hole cover out of the way.

6. Disconnect the harness connector from the fuel pump.

1. 1. Press the release tab on the harness connector to disengage it.
   2. Lift the harness connector off the fuel pump.

 

 

INSPECTION PROCEDURE

7. Inspect the fuel pump lock ring.

• Is the lock ring correctly locked in place as shown in Figure 7 on page 5?

   YES: Skip to step 10 on page 7.

   NO:

• If the lock ring is still engaged, but not locked as shown in Figure 8, proceed to step 8 on page 6.

• If the fuel pump is disengaged (loose) as shown in Figure 9, replace the fuel pump assembly and O-ring, and then proceed to step 12 on page 8.
  • Refer to the Electronic Service Manual (ESM) for the procedure to replace the fuel level sensor unit and fuel pump: REPAIR > ENGINE > FUEL SYSTEM > REMOVAL AND INSTALLATION > FUEL LEVEL SENSOR UNIT, FUEL FILTER AND FUEL PUMP ASSEMBLY.

 

8. Use a suitable protective covering to protect the vehicle interior (see Figure 10).

9. Using tool J-45722 (Figure 11), rotate the fuel pump lock ring clockwise to lock (Figure 12).
   • Verify fuel pump lock ring is locked to the fuel tank (see Figure 7).

CAUTION: Be careful not to release an unlocked lock ring when tightening it as fuel could spill inside vehicle.

10. Connect the fuel pump harness connector.

1. 1. Position the harness connector onto the fuel pump (see Figure 13).
   2. Push down until an audible click is heard.
   3. Gently tug on harness to verify the harness connector is locked.

11. Reinstall the fuel pump inspection hole cover.

1. 1. Align the cover over the retainer clips.
   2. Using a suitable tool, turn each of the four (4) clips 90° counterclockwise (see Figure 14).

12. Install the rear seat cushion.

1. 1. Lower the rear seat cushion toward the rear of the vehicle.
   2. Position the rear seat belt buckles into the slots in the seat cushion (Figure 15).
   3. Slide the rear of the seat bottom back and down into position.
   4. Line up the seat cushion wire with the seat cushion lock, and then push the seat cushion down to lock into place for both sides (see Figure 16).

13. Reconnect negative battery cable.
    • Torque to 5.39 N•m (0.55 kg-m, 47.5 in-lb).

14. Close the hood.

15. Reset/initialize electrical systems as needed.
    • Refer to the ESM for a list of electrical systems that require resetting or initialization: DIAGNOSIS > ELECTRICAL & POWER CONTROL > POWER SUPPLY, GROUND & CIRCUIT ELEMENTS > BASIC INSPECTION > POWER SUPPLY, GROUND CIRCUIT ELEMENTS > ADDITIONAL SERVICE WHEN REMOVING 12V BATTERY NEGATIVE TERMINAL.
      • This list often includes items such as audio, HVAC, power windows, clock, etc.
