QX56 vehicles. Due to a manufacturing issue, the air bag inflator may not function properly or may rupture during deployment.
Remedy
Nissan
will notify owners, and dealers will replace the front driver air bag inflators, free of charge. The recall began May 7, 2020. Owners may contact Nissan

Nissan
has notified the National Highway Traffic Safety Administration (NHTSA) that it will conduct a Voluntary Safety Recall Campaign on specific Nissan
model year 2012-17 NV Passenger and Cargo Van and Nissan
model year 2013-15 Armada and Titan vehicles to replace the air bag inflator with a new Daicel supplied inflator or module kit.
Due to a manufacturing process anomaly, these inflators may not function properly or may potentially rupture during deployment. Overloading of the propellant, or asymmetric loading of the propellant, may lead to over-pressurization of the inflator housing during deployment. Over-pressurization of the inflator housing in the event of a crash may result in an inflator rupture. An inflator rupture may cause metal fragments to pass through the air bag and into the vehicle interior at high speed, which may result in injury or death to vehicle occupants. Nissan
is proactively conducting this recall out of an abundance of caution, and is not aware of any field incidents related to this condition.
NOTE: This issue is not related to the previous Takata air bag recalls. This is a unique manufacturing quality control issue with an unrelated root-cause, but similar outcome.

- Verify if vehicles are affected by this Voluntary Safety Recall using Service Comm or DBS National Service History – Open Campaigns I.D. PC740
- Dealers must not sell, lease, trade, rent, or loan any vehicles in dealer inventory affected by this recall campaign until after the vehicle has been repaired.
- Dealers should use the applicable bulletin to remedy any vehicles subject to this campaign.

- Once repaired, the service department should submit the applicable warranty claim for the action performed so it can be closed on SERVICE COMM.

A. This service, which is conducted at no charge to you for parts and labor, could take up to approximately one (1) hour to complete. However, your Nissan
dealer may require your vehicle for a longer period of time based upon their work schedule.
Q. When will vehicle owners be notified?
A. Nissan
will begin sending notifications to owners of all potentially affected vehicles in May 2020 via U.S. Mail.
Q. Is my vehicle safe to drive?
A. If your vehicle is subject to this campaign, you will receive an Owner Notification letter from Nissan
, which will provide instructions on how to remedy your vehicle. Affected owners are encouraged to have their vehicle repaired as soon as possible upon notification.

Q. What do I do with used air bag inflators?
A. In an effort to support the health and safety of their employees, effective immediately, XPO services has elected to temporarily suspend the pickup of used air bag inflators until further notice. At this time, retailers should continue to accumulate affected used recalled inflators on pallets until XPO service can resume. All other inflators should be handled in the normal course.
Q. Is there any charge for the repair?
A. No. The remedy will be performed for the customer free of charge for parts and labor.
Q. If the vehicle has been in an accident, or the air bag inflator has been previously replaced due to service need, does it need to have the campaign performed?
A. Yes. If the vehicle is identified in Service Comm or DBS National Service History under Open Campaigns, the campaign should be performed.
Q. Will I have to take my vehicle back to the selling dealer to have the service performed?
A. No, any authorized Nissan
dealer is able to perform the recall campaign.

INTRODUCTION
Nissan
is conducting this voluntary safety recall campaign, on certain specific model year 2013-2015 Titan and Armada vehicles, to replace the driver side air bag inflator. This service will be performed at no charge to the customer for parts or labor.
IDENTIFICATION NUMBER
Nissan
has assigned identification number PC740 to this campaign. This number must appear on all communication and documentation of any nature dealing with this campaign.
DEALER RESPONSIBILITY
It is the dealer’s responsibility to check Service COMM or Dealer Business Systems (DBS) National Service History for the campaign status on each vehicle falling within the range of this voluntary safety recall which for any reason enters the service department. This includes vehicles purchased from private parties or presented by transient (tourist) owners and vehicles in a dealer’s inventory. Federal law requires that new vehicles in dealer inventory which are the subject of a safety recall must be corrected prior to sale. Failure to do so can result in civil penalties by the National Highway Traffic Safety Administration. While federal law applies only to new vehicles, Nissan
strongly encourages dealers to correct any used vehicles in their inventory before they are retailed.
REQUIRED SPECIAL TOOL

- Each dealer has been shipped one Quick Scan Tool (J-52352).
- Additional tools can be obtained from Tech•Mate by calling 1-800-662-2001 or visiting their website at nissantechmate.com.
SERVICE PROCEDURE
IMPORTANT: Follow all cautions, warnings, and notes in the Electronic Service Manual (ESM) when working on or near a Supplemental Restraint System (SRS), such as an air bag.
NOTICE Handle the interior trim carefully to avoid damage. Work with clean hands and clean tools to avoid dirt and stains. Use protective covers as needed.
- Write down the radio settings.
- Turn the ignition OFF.
- Wait at least 3 minutes.
- Register the new inflator serial number as follows:
- The new inflator is listed in the Parts Information on page 9.
a. Attach the quick scan tool (J-52352) to your CONSULT PC USB port.
b. On the left side of the ASIST main menu, select Tech Support Info and then Inventory Vehicle Actions.
c. Select CLICK HERE (Air Bag to VIN Registration).
d. Use the quick scan tool to scan the bar code on the B-pillar label to populate the VIN into ASIST.
- Wipe any dirt/debris from the bar code before scanning.
HINT:
- Some labels may not scan quickly.
- Hold the scan tool approximately 6 inches away from the label.
- Hold the trigger down until the label is read (this may take several seconds).
- The VIN will automatically populate (see Figure 6).
- If needed, the VIN can be entered manually.
e. Use the quick scan tool to scan the bar code on the new inflator shipping box to populate the serial number into ASIST.
HINT: If needed, the serial number can be entered manually.
f. Select Submit on the ASIST screen (see Figure 6 on the previous page).
- For module removal information refer to the ESM: RESTRAINTS > SR – SRS Airbag > REMOVAL AND INSTALLATION > DRIVER AIR BAG MODULE.
- Set the module in a clean working area.
- Remove the four (4) driver air bag inflator (inflator) nuts shown in Figure 8.
WARNING To avoid the risk of death or severe personal injury:
- Do not reuse air bag inflator nuts. They may become loose and cause the air bag to deploy improperly.
- Remove the inflator from the module.
- Install the new inflator into the module as shown in Figure 10.
HINT: The bar code on the new inflator will be located on top.
- Install four (4) new nuts.
- Torque the nuts to 3.9 N•m (0.39 kg-m, 52 in-lb).
- Install the module, with the new inflator, onto the steering wheel in the reverse order of disassembly.
- For module installation information refer to the ESM: RESTRAINTS > SR – SRS Airbag > REMOVAL AND INSTALLATION > DRIVER AIR BAG MODULE.
- Connect both battery cables – positive cable first.
- Close the hood.
- Reset/initialize electrical systems as needed.
- For a list of electrical systems that require resetting or initialization refer to the ESM: PG – Power Supply, Ground & Circuit Elements > BASIC INSPECTION > INSPECTION AND ADJUSTMENT > ADDITIONAL SERVICE WHEN REMOVING 12V BATTERY NEGATIVE TERMINAL.
- This list often includes items such as audio, HVAC, power windows, clock, etc.
- Turn the ignition ON and observe the air bag warning light:
- The light should illuminate for 7 seconds and then go out.
NOTE: If the air bag warning light does not operate as described above there may be an issue not covered by this campaign. Refer to ASIST and the appropriate Service Manual for additional diagnostic and repair information.
- Return the removed (old / non-deployed) inflator in the box that the new inflator came in.
- Follow the return instructions attached to this bulletin on page 10.

Install New Module into Vehicle
- Install the new module into the vehicle in reverse order of removal.
- Refer to the ESM, section RESTRAINTS > SRS AIR BAG > REMOVAL AND INSTALLATION > DRIVER AIR BAG MODULE, for module installation information.
- Reconnect both battery cables, positive cable first.
- Perform the required procedures after battery disconnection.
- Refer to the ESM, section GENERAL INFORMATION > GENERAL INFORMATION > BASIC INSPECTION > INSPECTION AND ADJUSTMENT > ADDITIONAL SERVICE WHEN REMOVING BATTERY NEGATIVE TERMINAL.
- Turn the ignition from OFF to ON and observe the air bag warning light:
- The light should illuminate for 7 seconds and then go out.

- Description of the Defect:
Due to a manufacturing process issue at the Takata Monclova, Mexico plant, the driver front air bag inflator may not function properly or may rupture during deployment, increasing the risk of injury. Based on the supplier’s investigation, the issue may be caused by overloading of the propellant or asymmetric loading of the propellant during manufacturing. Over-pressurization of the inflator housing in the event of a crash may result in an inflator rupture. An inflator rupture may cause metal fragments to pass through the air bag and into the vehicle interior at high speed, which may result in injury or death to vehicle occupants.

Nissan
has notified NHTSA of its intent to expand the use of the “other” category in reporting completions on quarterly reports pursuant to Paragraph 47 in the Third Amendment to the Coordinated Remedy Order (“ACRO”). The expansion applies to recall 20V-008. This communication provides an explanation as to financial resources saved and reallocation of such resources associated with the use of “Other” category.
In short, Nissan
has not realized net financial savings associated with the use of “Other” category. Nissan
has contracted with Harbor Business Partners, LLC (Harbor) to review un-remedied recall populations to assess the number of vehicles in operation and filter out vehicles determined to be no longer in use. Nissan
’s primary objective in contracting with Harbor is not cost savings at all; but, rather, to gain a better understanding of the actual vehicles in operation that need to be recalled, and then to focus all its efforts to reach that population, rather than attempting to notify owners of vehicles that are not in operation.
While the cost of this activity is overall more expensive than the typical Part 577 recall notifications and certain other outreach efforts to the VINs in the “Other” category; Nissan
firmly believes it is very important to the overriding goal of remedying vehicles and eliminating the hazards associated with the recalled Takata inflators by allowing Nissan
to focus its outreach specifically where it has the most potential to have positive impact. To that end, Nissan
thanks the agency staff for their suggestion that un-remedied vehicle data be filtered to ascertain which vehicles subject to the Takata recalls remain in use.

In accordance with the Third Amendment to the Coordinated Remedy Order (“ACRO”), paragraphs 47 and 48, this report amends Defect Information Report 20V-008 to notify NHTSA of Nissan
’s intention to utilize the “Other” category in reporting Takata recall completion rates in quarterly reports to NHTSA and bi-weekly completion reports to NHTSA and the Takata Monitor. Additionally, Nissan
will initiate reporting of vehicles determined to be removed due to scrap, theft and export, in accordance with Paragraph 45. Nissan
will implement the use of the “Total Removed” categories (Scrapped, Stolen, Exported, Other) beginning with the May 8, 2020 dashboard submission and shortly thereafter in the Second Quarter 2020 quarterly report to NHTSA. “Total Removed” vehicles are not treated as remedied, but rather are removed from the vehicle population for purposes of calculating remedy completion under Paragraph 35 of the ACRO.
Out of an abundance of caution and consistent with Paragraph 48(d) of the ACRO, all unremedied vehicles (including those that Nissan
believes no longer exist) that were subject to 20V-008 will remain active, or “live,” across Nissan
’s data systems such that any search of VINs within the “Total Removed” category will return an open recall status.
While the initially reported number of potentially affected vehicles subject to 20V-008 remains the same (307,962), Nissan
has contracted with Harbor Business Partners, LLC (Harbor) to review the entire un-remedied recall population and determine each vehicle’s in/out of service status. The baseline result of this effort is as follows:

To date, there are no inflator ruptures during ballistic testing of returned inflators or confirmed field incidents of Nissan
vehicles equipped with PSPI, PSPI6 or SPI inflators in the population of inflators used as an interim remedy.
- Description of the Defect:
Updated April 29, 2020 – This submission is to inform of Nissan
’s intent to implement the “Other” reporting category for removed vehicles in Quarterly Reporting as permitted in the Third Amendment to the Coordinated Remedy Order (ACRO),
Paragraphs 45 through 49. As a condition of the ACRO, all affected vehicles will remain active across Nissan
’s data systems such that any search of “Other” removed VINs will return an open recall status. For this reason, the number of potentially involved vehicles in this report will remain the same. However, for reference, initial counts of vehicles in the “Other” reporting category are indicated in the amended Part 573 letter submitted on April 29, 2020. Note that these counts are current as of the first calendar quarter 2020. Future changes to overall Total Removed counts, including “Other,” will be reflected in quarterly reporting.
According to Takata Defect Report 20E-001, Takata has determined that a defect related to motor vehicle safety may arise in some of the subject non-desiccated ammonium nitrate inflators due to propellant degradation occurring after prolonged exposure to high absolute humidity, high temperatures and high temperature cycling. Activation of a non-desiccated ammonium nitrate inflator with degraded propellant may result in an inflator rupture. An inflator rupture may cause metal fragments to pass through the air bag and into the vehicle interior at high speed, which may result in injury or death to vehicle occupants.
- Chronology of Principal Events:
January 2, 2020 – As specified in the Amended Takata Consent Order, Takata submitted Defect Information Report 20E-001.
January 2, 2020 – Based on the information in the Takata Defect Information Report and out of abundance of caution, Nissan
decided to conduct a safety recall on the subject vehicles in accordance with the schedule set forth in Paragraph 33 of the Third Amendment to The Coordinated Remedy Order.
- Description of Corrective Action:
Dealers will be notified on January 15, 2020. Nissan
will begin notifying all affected vehicle owners by first class mail beginning February 10, 2020. The front passenger air bag inflators will be replaced with new desiccated inflators manufactured by a different supplier, at no cost to owners for parts or labor.
After Part 577 notification is completed, additional outreach efforts will be undertaken consistent with previous Takata Monitor recommendations.
Your office will be provided with the final Part 577 owner notification. Nissan
will include a statement in the Part 577 owner notification concerning reimbursement for the cost of obtaining a pre-notification remedy.

is not aware of any confirmed field incidents attributable to the subject condition in vehicles equipped with PSDI-5D inflators.
- Description of the Defect:
Due to a manufacturing process issue at the Takata Monclova, Mexico plant, the driver front air bag inflator may not function properly or may rupture during deployment, increasing the risk of injury. Based on the supplier’s investigation, the issue may be caused by overloading of the propellant or asymmetric loading of the propellant during manufacturing. Over-pressurization of the inflator housing in the event of a crash may result in an inflator rupture. An inflator rupture may cause metal fragments to pass through the air bag and into the vehicle interior at high speed, which may result in injury or death to vehicle occupants.
- Chronology of Principal Events:
April 26, 2018 – Nissan
received notification from the airbag inflator supplier about a field incident involving a driver airbag inflator rupture in another OEM’s vehicle. The supplier informed Nissan
that the incident inflator was a PSDI-5D type manufactured at the same facility as PSDI-5D type inflators supplied to Nissan
. The supplier further informed Nissan
that the root-cause of the incident inflator rupture was under investigation in conjunction with NHTSA and the other OEM. Nissan confirmed it had no reports of rupture incidents for the subject inflators. Nissan requested the supplier to conduct a thorough investigation to determine any adverse quality effects on Nissan’s inflators and to notify Nissan immediately of any findings relevant to subject inflators supplied to Nissan and to provide periodic investigation updates.
May 2018 through early March 2019 – The supplier’s root-cause investigation continued into the inflator rupture incident involving the other OEM and potential impact to inflators supplied to Nissan. Nissan continued to monitor the field and did not identify any subject inflator rupture incidents. On March 6, 2019, the other OEM decided to conduct a safety recall of supplier’s PSDI-5D inflators in its vehicles.
March 8, 2019 – The supplier notified Nissan of the other OEM’s safety recall determination and shared that its investigation pointed toward a manufacturing process anomaly specific to the other OEM’s affected population. The supplier confirmed the other OEM incident inflator was manufactured on a different production line from inflators supplied to Nissan and design differences between the two OEM’s subject inflators. The supplier also provided an update on the healthy parts field collection and testing of subject inflators supplied to Nissan, which had found no ruptures or abnormal deployments. The supplier committed to continue to investigate any potential effects on inflators supplied to Nissan.
March 11, 2019 – Nissan discussed the supplier’s investigation with NHTSA to understand the other OEM’s determination with respect to inflators in its vehicles and also to consider plans for evaluating any potential field risk to the subject inflators supplied to Nissan.
March 28, 2019 – The supplier reported that testing of additional subject inflators recovered from Nissan vehicles again found no ruptures or abnormal deployments. The supplier advised that it was reviewing its manufacturing process records for Nissan inflators to ensure that no manufacturing process anomalies occurred.
July 9, 2019 – The supplier provided an investigation update into potential manufacturing process anomalies, specifically the propellant loading process. Because process control records could not conclusively rule out potential anomalies, a second healthy parts collection and testing of specific inflators was necessary to investigate any potential propellant loading anomalies.
Mid-July 2019 through early September 2019 – The supplier provided Nissan with specific inflator serial numbers for collection. Nissan matched the inflators to VINs and launched a parts collection activity on September 6, 2019.
October 2019 – The supplier presented materials to the affected OEM community and to NHTSA regarding its investigation and findings into the safety and/or service life of desiccated PSAN inflators. It was requested that the supplier continue its investigation into the potential impact of manufacturing anomalies.
Mid-March 2020 – The supplier provided Nissan with investigation results from a limited number of field parts returned through the second parts collection activity. The supplier concluded the collected inflators did not exhibit evidence of propellant being overloaded or asymmetrically loaded.
March 23, 2020 – Because Nissan was unable to rule out the potential for manufacturing process anomalies in the subject inflators, out of an abundance of caution, Nissan decided to conduct a voluntary recall to proactively replace the subject inflators. Nissan is not aware of any incidents of rupture or abnormal deployment of the subject inflators.
- Description of Corrective Action:
Nissan will issue an owner notification to vehicle owners by first class mail beginning May 4, 2020. Dealers were notified on March 31, 2020. Dealers will replace the front driver air bag inflator with a new (Daicel) supplied inflator or module kit at no cost to owners for parts or labor.
Your office will be provided with the Part 577 owner notification.
