Fuel Hose May Disconnect From Fuel Tank
An improperly secured fuel hose may leak, increasing the risk of a fire. The fuel hose may also disconnect completely, causing the engine to stall and increasing the risk of a crash.

Summary
Nissan North America, Inc. (Nissan
) is recalling certain 2021 Nissan
Rogue vehicles. The fuel hose may not be secured in the proper position and the fuel tank lock ring may not be fully seated.
Remedy
Nissan will notify owners, and dealers will inspect and, as necessary, reposition and secure the fuel hose and lock ring, free of charge. The recall began March 16, 2021. Owners may contact Nissan

INTRODUCTION
Nissan is conducting this voluntary safety and emission recall campaign, on certain specific model year 2021 Rogue, to inspect the fuel feed tube at the fuel pump and fuel pump lock ring and, if necessary, reseat. This service will be performed at no charge to the customer for parts or labor.
IDENTIFICATION NUMBER
Nissan has assigned identification number PC791 to this campaign. This number must appear on all communication and documentation of any nature dealing with this campaign.
DEALER RESPONSIBILITY
It is the dealer’s responsibility to check Service COMM or Dealer Business Systems (DBS) National Service History for the campaign status on each vehicle falling within the range of this voluntary safety/emissions recall which for any reason enters the service department. This includes vehicles purchased from private parties or presented by transient (tourist) owners and vehicles in a dealer’s inventory. Federal law requires that new vehicles in dealer inventory which are the subject of a safety recall must be corrected prior to sale. Failure to do so can result in civil penalties by the National Highway Traffic Safety Administration. While federal law applies only to new vehicles, Nissan strongly encourages dealers to correct any used vehicles in their inventory before they are retailed.

An Emission Recall Campaign Completion (ERCC) label must be filled out by the technician performing the repair, and then attached to the underside of the vehicle hood. A sample of the label is shown below.
California law prohibits owners from renewing their California registration if emissions related recall work has not been performed. California dealers are now required to issue a proof of correction certificate to vehicle owners upon completion of emissions related recall work. Please fill out one of the campaign completion forms for each owner that has this campaign performed. Instruct owners to keep this certificate unless they are requested to mail it to the DMV. A sample of the form is shown in Figure 3 below.

REPAIR OVERVIEW
SERVICE PROCEDURE
To avoid the risk of death or severe personal injury when inspecting and replacing fuel line parts, be sure to observe the following:
- Put a “WARNING: FLAMMABLE” sign in the workshop.
- Be sure to work in a well-ventilated area and furnish workshop with a CO2 fire extinguisher.
- Never smoke while servicing the fuel system.
- Keep open flames, sparks and other ignition sources away from the work area.
- Before removing fuel line parts, perform the following procedures:
- Release fuel pressure from the fuel lines. Refer to step 11. 2) Disconnect the battery cable from the negative terminal.
To avoid the risk of minor personal injury or property damage when inspecting and replacing fuel line parts, be sure to observe the following:
- Never bend or twist tubes when they are being installed.
- After installing tubes, check that there is no fuel leakage at connections in the following steps.
- Apply fuel pressure to fuel lines by turning the ignition switch “ON” (with engine stopped). Then check for fuel leakage at connections.
- Start the engine, rev it up and check for fuel leakage at connections.
- Perform the operation with vehicle on level ground.
- Disconnect the quick connector when the tabs are completely depressed.
Remove the rear seat cushion
- Open the LH and RH rear doors.
- Lift upward, in the areas shown in Figure 4, to disengage the seat cushion hooks.
- Lift the seat cushion up and pull it forward.
- Disengage the seat belt buckles.
- (If equipped) Lift the seat cushion up and disengage the rear heated seat harness connectors.
- Remove the rear seat cushion and place it in a safe clean area, to prevent staining and damage to the seat cushion.
Remove the fuel pump inspection hole cover
- Lift the carpet on the RH side of the vehicle, above the inspection hole cover.
- Using a suitable tool, turn the three (3) inspection hole cover clips clockwise 90 degrees.
- Lift the inspection hole cover and disconnect the fuel pump harness connector.
- Move the inspection hole cover to the
Release fuel pressure
- With the fuel pump connector disconnected, start the engine and allow the engine to run until the engine stops.
- Crank the engine several times to ensure fuel pressure has been released.
Inspection #1 – Fuel Pump Lock Ring Installation
NOTE: Do not remove the fuel pump assembly from the fuel tank for this adjustment.
IMPORTANT:
- To reduce the impact caused by the removal operation, use a long spinner handle [handle length: 60 cm (23.62 in) or more] and slowly turn it counterclockwise.
- To prevent the lock ring wrench from being detached, securely hold down the spinner handle by hand.
- Verify the fuel pump lock ring is installed/engaged correctly (Figure 6).
- Make sure the fuel pump lock ring is correctly installed with all locking tabs engaged with the lock ring.
- If the fuel pump lock ring IS installed correctly, as shown in Figure 6, skip to Step 26 on page 9.
- If the fuel pump lock ring is NOT installed correctly, as shown in Figure 7, continue to step 14 on page 8 to replace the fuel pump packing (O-ring) and correctly install the fuel pump lock ring.
Use a protective covering to prevent fuel from contacting the interior of the vehicle during fuel tube removal.
Remove and correctly install the fuel pump lock ring
- Disconnect the fuel feed tube by depressing the tabs and pulling out on the fuel feed tube.
- Using special tool J-45747, disengage the fuel pump lock ring.
- Remove the fuel pump lock ring.
- Inspect the lock ring for deformations. If any are found replace the lock ring.
- Remove the fuel pump O-ring by moving the fuel pump to one side, and carefully working the O-ring over the top of the fuel pump assembly.
- Do not remove the fuel pump from the tank.
- Make sure all six (6) locking tabs are aligned within the lock ring.
- Rotate the fuel pump lock ring until the raised portion of the lock ring is engaged into the groove of the fuel tank locking tab (Figure 9).
- Align the tabs on the locking clip with the grooves in the fuel feed tube and push the fuel feed tube onto the fuel pump assembly until a click sound is heard.
- Inspection complete, skip to step 31 on page 10.
Inspection #2 – Fuel Pump Lock Ring Engagement Inspection
- Verify the fuel pump lock ring is fully engaged.
- Be sure the raised portion on the fuel pump lock ring is resting in the groove of the fuel tank locking tab shown in Figure 10.
- If the lock ring IS positioned correctly (Figure 10), continue to step 27 on page 10.
- If the lock ring is NOT positioned correctly (Figure 11), use fuel pump lock ring tool J-45747 to correctly position the lock ring, and then continue to step 27 on page 10.
Use a protective covering to prevent fuel from contacting the interior of the vehicle during fuel tube removal.
Inspection #3 – Fuel Feed Tube Inspection at Fuel Pump
- Inspect the fuel feed tube connection at the fuel pump.
- Verify the blue fuel feed tube locking clip is fully installed into the fuel feed line by pulling back on the fuel feed tube (Figure 12).
- If the fuel feed tube IS secured correctly, skip to step 31 on page 10.
- If the fuel feed tube is NOT correctly secured, continue to step 28 to secure the fuel feed line.
Remove and reinstall the fuel feed line at the low pressure fuel pump
- Disconnect the fuel feed tube by depressing the tabs and pulling out on the fuel feed tube.
- Align the tabs on the locking clip with the grooves in the fuel feed tube and push the fuel feed tube onto the fuel pump assembly until a click sound is heard.
- Pull back on the fuel feed tube to verify it is secured correctly.
- Reassemble the vehicle in the reverse order of disassembly.
IMPORTANT: When installing the seat cushion, confirm that all of the seatbelt buckles are properly positioned.
- Using C-III plus, Erase All DTCs.

Nissan is issuing a Voluntary Safety Recall Campaign to inspect the fuel pump installation on 2,146 specific model year 2021 Rogue vehicles identified in Service Comm Vehicles included in Quality Action (PC791} that have not previously been remedied will be included in this campaign. During production, Nissan
conducted a manual offline rework activity on certain vehicles to confirm the performance of the fuel pump. This activity required the fuel line at the tank and potentially the fuel tank sending unit lock ring to be removed. During re-installation, the fuel line may not have been fully locked and/or the lock ring was not fully seated. If the fuel hose is not fully locked or the lock ring is not fully engaged, the condition could result in a fuel odor and/or Malfunction Indication Light (MIL) illumination or fuel leakage. Under this condition, the affected vehicle may not comply with certain performance requirements of Federal Motor Vehicle Safety Standards (FMVSS) No. 301; Fuel System Integrity.
In rare instances, the fuel line may disconnect completely and create a larger fuel leak that could cause the engine to stop running without the ability to restart. If the engine stalls while driving, it may increase the risk of a crash. A fuel leak in the presence of an ignition source may lead to a fire.
Affected vehicles are subject to stop sale.

Dealers will inspect the fuel hose for proper position and to ensure it is locked and also check for proper orientation of the fuel tank loci< ring (and mating 0-ring).

The remedy should take approximately one (1) hour to complete. The dealer may require the vehicle for a longer period of time based upon the dealer’s work schedule.
Q. When will vehicle owners be notified?
Nissan will begin sending notifications to owners of all potentially affected vehicles in March 2021 via U.S. Mail.
Q. Is my vehicle safe to drive?
If you detect a fuel odor or leak, and/or the Malfunction Indicator Light (MIL) is illuminated, contact a Nissan dealer for immediate service and direction on how to transport your vehicle to the dealership. If your vehicle is subject to this campaign, you will receive an Owner Notification letter from Nissan
, which will provide instructions on how to remedy your vehicle. Affected owners are encouraged to have their vehicles inspected, and, if necessary, repaired as soon as possible upon notification.

- Chronology of Principal Events:
December 2020 through January 2021 – On December 16, 2020, Nissan became aware of a dealer report involving a fuel odor in a vehicle. Inspection of the subject vehicle revealed that the fuel line was not fully engaged and locked into position at the fuel tank. Nissan
immediately began to investigate the issue.
The investigation revealed that the subject vehicle underwent an offline rework activity at the manufacturing plant that required the fuel line (at the fuel tank)-and potentially the fuel tank sending unit lock ring–to be removed. During the manual re-installation process, the fuel line was not properly reattached and secured.

February 2, 2021 – Nissan launched a quality hold and Dealer Action to inspect all units in inventory.
February 4, 2021 – Nissan made a decision to recall all potentially affected vehicles to inspect, and if necessary, remedy the issue.
Nissan is aware of four (4) warranty claims attributed to this condition including: two (2) reported no-start conditions; one (1) MIL ON condition; and one (1) fuel odor detected during re-fueling.
- Description of Corrective Action:
Dealers will be notified beginning February 12, 2021. Owners of all potentially affected vehicles will be notified beginning on March 1, 2021, to bring their vehicle to the dealer for repair. Dealers will inspect and, if necessary, reposition the fuel hose and lock clip for proper position and also fully secure the fuel tank lock ring (and mating O-ring).
Nissan will not include a statement in the Part 577 owner notification concerning reimbursement for the cost of obtaining a pre-notification remedy for the subject vehicles because they are still under warranty.

DEFECT INFORMATION REPORT
1. Manufacturer:
Nissan North America, Inc., Smyrna Plant
2. Vehicles Potentially Involved:
Certain Model Year 2021 Nissan Rogue vehicles manufactured in the Smyrna, TN
plant from September 24, 2020 through November 11, 2020.
This issue is unique to specific Model Year 2021 Nissan Rogue vehicles that were
subject to an offline rework activity conducted only at the Smyrna, TN plant. All
VINs were recorded and tracked during this activity; therefore, no other Nissan or
INFINITI vehicles are affected.

5. Description of the Defect:
Nissan conducted a manual offline rework activity to confirm the performance of
the fuel pump. This activity required the fuel line at the tank and potentially the
fuel tank sending unit lock ring to be removed. During re-installation, the fuel line
may not have been fully locked and/or the lock ring may not have been fully

seated. If the fuel hose is not fully locked in the proper position or the fuel tank
lock ring is not fully seated, the condition could result in a fuel odor and/or
Malfunction Indication Light (MIL) illumination or fuel leakage. Under this condition,
the affected vehicle may not comply with certain performance requirements of
Federal Motor Vehicle Safety Standards (FMVSS) No. 301; Fuel System Integrity.
In rare instances, the fuel line may disconnect completely and create a larger fuel
leak that could cause the engine to stop running without the ability to restart. If
the engine stalls while driving, it may increase the risk of a crash. A fuel leak in the
presence of an ignition source may lead to a fire.
6. Chronology of Principal Events:
December 2020 through January 2021 – On December 16, 2020, Nissan became
aware of a dealer report involving a fuel odor in a vehicle. Inspection of the
subject vehicle revealed that the fuel line was not fully engaged and locked into
position at the fuel tank. Nissan immediately began to investigate the issue.
The investigation revealed that the subject vehicle underwent an offline rework
activity at the manufacturing plant that required the fuel line (at the fuel tank)–
and potentially the fuel tank sending unit lock ring–to be removed. During the
manual re-installation process, the fuel line was not properly reattached and
secured.
