Description of the Noncompliance:
In affected vehicles, the front seat belts may contain a partially crimped lap pre-tensioner due to a supplier error that has since been corrected. A partially crimped pre-tensioner may not restrain the occupant as intended and may not meet the requirements of 55.5 of Federal Motor Vehicle Safety Standard (FMVSS) No. 208, Occupant Crash Protection; FMVSS No. 209, Seat Belt Assemblies; and FMVSS No. 210, Seat Belt Assembly Anchorages, increasing the risk of injury in a crash.
Basis for Determination of the Existence of a Noncompliance:
On June 27, 2023, during a routine process validation at the supplier, a technician reported a partially crimped pre-tensioner existed on a passenger side seat belt anchor subassembly. The supplier quarantined the part and initiated an investigation.
July 2023 – The supplier along with Nissan
conducted a part sort and yard audit of 1,866 Rogue vehicles at the Smyrna plant and identified one additional (1) partially crimped pretensioner in inventory. The suspect part was quarantined and returned to the supplier for analysis. Initial investigation at the supplier identified a logic error within the crimping machine that could cause a shut down and potentially allow the crimping mechanism to fail to reach final position.
August 2023 through December 2023 – The supplier identified both suspect parts were manufactured between June 2, 2023 and June 27, 2023 and were built by a new technician who started on the crimping machine in early June 2023.The supplier investigation revealed the crimping cell should be manually reset at a specific time in order to avoid the PLC logic resulting in a system shutdown and potential partial crimping of the seat belt pretension er. The supplier investigation also found that standard scrap handling procedures after shut down were not clearly followed by the new technician, which allowed a potential outflow of suspect parts.
January 2024 – The supplier reviewed production records to further validate the suspect window of subject pre-tensioners and the potential for any additional partially crimped pretensioners and their outflow. A sample size of 15,486 pre-tensioner parts produced by the new operator from June 2, 2023 through July 3, 2023, no additional parts with the subject condition. The supplier reviewed inspection records prior to June 2, 2023 and confirmed that inspection of 3,040 parts found no partial crimps.
February 12, 2024 – The supplier conducted testing and determined a seat belt anchor pretensioner that contained a partial crimp does not conform to internal test requirements. Based on supplier and Nissan
engineering judgment, a seat belt pre-tensioner with the subject condition may not comply with certain regulatory standards. Additionally, the supplier could not confirm with certainty that no other suspect seat belt lap pre-tensioner parts would have been produced or successfully contained.
February 15, 2024 – Based on the supplier investigation, Nissan
identified the vehicle production range that was tied to the potentially affected seat belt assemblies.
February 21, 2024 – Out of an abundance of caution, Nissan
decided to conduct a voluntary recall campaign to remedy the potentially affected vehicles in the U.S. market.
Nissan
is not aware of any warranty claims, accident or injuries related to the subject condition.
Description of Corrective Action:
Dealers will be notified on February 29, 2024. Owners of all potentially affected vehicles will be notified beginning April 19, 2024. Nissan
dealers will be instructed to replace both the left and right side front seat belt assemblies. All repairs will be performed free of charge for parts and labor and may take one (1) hour to complete.
Nissan
will not include a statement in the Part 577 owner notification concerning reimbursement for the cost of obtaining a pre-notification remedy as the subject vehicles are still under warranty.

1%
5. Description of the Noncompliance:
In affected vehicles, the front seat belts may contain a partially crimped lap pre-tensioner
due to a supplier error that has since been corrected. A partially crimped pre-tensioner
may not restrain the occupant as intended and may not meet the requirements of 55.5 of
Federal Motor Vehicle Safety Standard (FMVSS) No. 208, Occupant Crash Protection; FMVSS
No. 209, Seat Belt Assemblies; and FMVSS No. 210, Seat Belt Assembly Anchorages,
increasing the risk of injury in a crash.
6. Basis for Determination of the Existence of a Noncompliance:
On June 27, 2023, during a routine process validation at the supplier, a technician reported a
partially crimped pre-tensioner existed on a passenger side seat belt anchor subassembly.
The supplier quarantined the part and initiated an investigation.
July 2023 – The supplier along with Nissan
conducted a part sort and yard audit of 1,866
Rogue vehicles at the Smyrna plant and identified one additional (1) partially crimped pretensioner
in inventory. The suspect part was quarantined and returned to the supplier for
analysis. Initial investigation at the supplier identified a logic error within the crimping
machine that could cause a shut down and potentially allow the crimping mechanism to
fail to reach final position.
August 2023 through December 2023 – The supplier identified both suspect parts were
manufactured between June 2, 2023 and June 27, 2023 and were built by a new technician
who started on the crimping machine in early June 2023.The supplier investigation revealed
the crimping cell should be manually reset at a specific time in order to avoid the PLC logic
resulting in a system shutdown and potential partial crimping of the seat belt pretension
er. The supplier investigation also found that standard scrap handling procedures
after shut down were not clearly followed by the new technician, which allowed a potential
outflow of suspect parts.
January 2024 – The supplier reviewed production records to further validate the suspect
window of subject pre-tensioners and the potential for any additional partially crimped pretensioners
and their outflow. A sample size of 15,486 pre-tensioner parts produced by the
new operator from June 2, 2023 through July 3, 2023, no additional parts with the subject
condition. The supplier reviewed inspection records prior to June 2, 2023 and confirmed
that inspection of 3,040 parts found no partial crimps.
February 12, 2024 – The supplier conducted testing and determined a seat belt anchor pretensioner
that contained a partial crimp does not conform to internal test requirements.
Based on supplier and Nissan
engineering judgment, a seat belt pre-tensioner with the
subject condition may not comply with certain regulatory standards. Additionally, the
supplier could not confirm with certainty that no other suspect seat belt lap pre-tensioner
parts would have been produced or successfully contained.
February 15, 2024 – Based on the supplier investigation, Nissan
identified the vehicle
production range that was tied to the potentially affected seat belt assemblies.
February 21, 2024 – Out of an abundance of caution, Nissan
decided to conduct a voluntary
recall campaign to remedy the potentially affected vehicles in the U.S. market.
Nissan
is not aware of any warranty claims, accident or injuries related to the subject
condition.
7. Description of Corrective Action:
Dealers will be notified on February 29, 2024. Owners of all potentially affected vehicles will
be notified beginning April 19, 2024. Nissan
dealers will be instructed to replace both the left
and right side front seat belt assemblies. All repairs will be performed free of charge for
parts and labor and may take one (1) hour to complete.
Nissan
will not include a statement in the Part 577 owner notification concerning

Voluntary Recall Campaign

SAFETY RECALL
CAMPAIGN ID: PD105 | Original Document
***** Campaign Summary *****
Nissan
is committed to the safety and security of our customers and their passengers. Nissan
has notified the National Highway Traffic Safety Administration (NHTSA) that it is issuing a recall for specific model year 2023 Nissan
Rogue vehicles.
In affected vehicles, the front seat belts may contain a partially crimped lap pre-tensioner due to a supplier issue that has since been corrected. A partially crimped pre-tensioner may not restrain the occupant as intended and may not meet the requirements of S5.5 of Federal Motor Vehicle Safety Standard (FMVSS) No. 208, Occupant Crash Protection; FMVSS No. 209, Seat Belt Assemblies; and FMVSS No. 210, Seat Belt Assembly Anchorages, increasing the risk of injury in a crash.
Dealers will replace both the left side and right side front seat belt assembly with a new one.
***** What Dealers Should Do****
1. Verify if vehicles are affected by this Voluntary Recall using Service Comm or DBS National Service history – Open Campaign I.D. PD105
2. Dealers must not sell, lease, trade, rent or loan any vehicles in dealer inventory subject to this recall campaign until after the vehicle has been remedied.
3. If a retailed vehicle affected by this Campaign ID visits the dealer for service, the dealer should inform the customer about the recall and communicate that the remedy and parts are available.
4. Once repaired, dealers should submit the claim using the claims coding provided, and release the vehicle.
IMPORTANT: It is a violation of Federal law for dealers to sell or deliver new vehicles in their inventory covered by this notification until the campaign’s remedy action is performed.):
